DIBRUGARH, Feb 11: The Policy Group for People’s Rights (PGPR), a civil and human rights forum, indicted the district administration and other concerned authorities for the civic problems, primarily water logging, being faced by the town year after year.
Several areas in Dibrugarh like Milannagar and Jibon Phukon Nagar remain under artificial floodwater for months during the monsoons.
In a press meet held here today, the forum alleged that the State Government and its agencies were not treating the problem with urgency and stated that the laid back attitude was reflected in the fact that the Dibrugarh Town Protection (DTP) drain had not been properly maintained. They further pointed out that construction on the concrete drain from Khonia Gaon to the DTP drain started in March 2009 but was yet to be completed. With no outlet, the water was flowing backwards. The PGPR went into a detailed account of the construction and maintenance work of drains in the town backed by facts obtained from the Water Resources Department in response to an application under RTI Act.
