It was addressed by the Superintendent of the Hospital, Dr Nirendranath Bhuya, journalist Santosh Kumar Mazumdar, Manash Kanti Das, Pritikona Paul, Dr Mohan Lal Bhattacharjee among others. The speakers in the meeting highlighted the relevance of the day and urged all sections of the people of society to come forward for the voluntary blood donation for the survival of the others. From Our Correspondent TEZPUR, June 19 – The proposed Tezpur Medical College will be completed within the next two years. The fifth medical college of the State will fulfil the dream of the people of the North Bank. For the proposed college at Tumuki under Bihaguri development block, some 18 km away from Tezpur town of Sonitpur district, an amount of Rs 160 crore has already been allocated. Out of this, Rs 125 crore will be utilised for construction of the building and the remaining Rs 35 crore for the miscellaneous works.This was stated by Health Minister Dr Himanta Biswa Sarma on Tuesday while addressing the land handover function organised at Tumuki under Bihagrui development block, the site for the proposed project. Attending the progrmame as the chief guest, the minister further asserted that it was a memorable day for the people of the area as well as for Sonitpur.Though the preliminary works of the proposed medical college for the north bank people will be started immediately, the foundation stone for the same will be laid in July-August by the Prime minister Dr Manmohan Singh, the minister said.He further added that the Congress-led Assam government has set a milestone through these projects for the benefit of the public reflecting the overall development in the health sector, which was not the case during the term of the AGP government.He mentioned in this context that after the establishment of the of the Silchar Medical College, no medical college was established in Assam during the last 30 years. “We expect that there will be no shortage of doctors in Assam if we can establish a medical college after every 10 years,” Dr Sarma added.He informed that the works of construction of medical college has been given to three reputed companies namely, M/s URL, M/s BCL and M/s UIL and that the main building will be of five storeyed one while the building for the medical college (for the class rooms) will have four stories.The dignitaries present at the day-long function included Fishery and Irrigation Minister, Nurjamal Sarkar, ex-MLA, Bhimananda Tanti, Kamal Goswami, DC, Sonitpur, Mohan Boro, commissioner, PWD and John Ingtee Kather, commissioner, North Assam and many others.

By R Dutta Choudhury GUWAHATI, June 19 – The Government of India is concerned with the probability of the Barak Valley districts of Assam as well as the states of Mizoram, Tripura and parts of Manipur facing shortage of food stuff due to disruption of train services between Lumding to Badarpur following militant attacks and the Prime Minister’s Office (PMO) has directed the Railways to ensure movement of at least essentials. Train services in the Lumding-Badarpur section has been badly hit following a series of attacks by the militants belonging to the Black Widow group and the problem compounded as normally in this time of the year, additional food stuff are sent to the Barak Valley and Mizoram, Tripura and parts of Manipur as the hill section of the NF Railway is often affected because of landslides during the rainy season. Train running in the section was suspended for more than a week with effect from May 15 and though the NF Railways has started running of goods trains, it will take some time for the services to become normal.Official sources said that the PMO, in consultation with the Food Ministry, has asked the Railways to ensure movement of at least 3,500 tonnes of food stuff in the Lumding-Badarpur section per day to ensure that Barak Valley, Mizoram, Tripura and parts of Manipur do not face scarcity of essential commodities. Railway sources, on the other hand, said that efforts are on by the NF Railway to meet the requirement as given by the PMO by running four goods trains daily. It is learnt that the Food Corporation of India (FCI) has also initiated steps to transport essentials by road to maintain the stock position, while, the traders have also started using the roadways to transport essentials. But the possibility of Barak Valley, Mizoram and Tripura facing shortage of petroleum products cannot be ruled out as no train carrying POL has moved in the section in recent times. Earlier, at least one train carrying POL products used to run from Lumding to Badarpur in a day.Sources said that before the trouble broke out in NC Hills, at least eight to ten goods trains and six passenger trains used to run in the Lumding-Badarpur section every day and now only five trains, including four goods trains and one security special are running in the section daily. Sources revealed that the efforts are on to reopen the stations that were closed after the suspension of operations in the area and so far 14 of 27 stations have been reopened. But the staff are not staying overnight in most of the stations and they proceed to their place of posting only by the security special train in the morning and come back to Lumding later in the evening. No decision has yet been taken to resume night running of trains.The Chief Minister, Tarun Gogoi yesterday said that the State Government was insisting on resumption of passenger train services in the section as suspension of it caused hardship to the common people. However, the Railways are yet to take any decision as to when passenger train services would be resumed. Sources said that the Railways are keen on running of passenger trains as soon as the situation in the hill district is considered to be conducive. Following a series of attacks, the Railway employees were demanding posting of RPSF personnel on the stations, deployment of the Army in the vulnerable locations in the section and deployment of central paramilitary forces for track patrolling. The Railways started the process of deployment of RPSF personnel in the stations, while, the other two demands are yet to be fulfilled and the Railway employees are still apprehensive of their security.Meanwhile, the drivers of the trains have been provided with bullet proof vests available with the RPSF, but it is a tough task to wear the vests for long hours inside the engines. On the other hand, a decision has also been taken for making the engines bullet proof and the Railways held talks with several firms having the expertise in doing so, but the cost involved in doing so would be very high and extra funds would have to be made available to the NF Railways to do so. The process of making the engines bullet proof would also be a long one as at least 40 days would be required to modify one engine.

KOLKATA, June 19 – Prime Minister Manmohan Singh will unveil ‘Vision 2020’, a document aimed at the socio-economic development of the North-Eastern region, in New Delhi on July 2, Union Minister for Development of North-Eastern region Mani Shankar Aiyar has said. The ‘Vision 2020’ was prepared after three years of uninterrupted consultations with 50,000 common people of the North East and a host experts and institutions to take care of the shortcomings in the region Terming the vision document as an ‘Aam Aadmi (common man) document’, DoNER Minister Mani Shankar Aiyar said it would require Rs 13 trillion for the implementation of Vision 2020 in the region. The document had been endorsed by the North Eastern Council and Chief Ministers of the region, he told members of the four industry chambers at an interactive session on N-E development, last evening. Aiyar said if India wanted to match the GDP growth of China, then it will have to consider the contribution of the North-East where growth potential was immense. –PTI

Guwahati/Silchar, June 17: With just a week left for the expiry of the unilateral ceasefire by the Jewel Gorlosa faction of the DHD, Prime Minister Manmohan Singh has convened a meeting to take stock of the situation in the insurgency-hit North Cachar Hills district vis-a-vis “national projects” like the East West Corridor and the gauge conversion work between Lumding and Silchar.

The two projects have been severely affected by militant strikes, the last one leading to suspension of railway services.

A locomotive driver and 10 truckers were killed in two separate incidents on May 15.
Fearing further attacks, the Northeast Frontier Railway withdrew its services on the 185-km stretch between Lumding and Badarpur.

Singh’s meeting with chief minister Tarun Gogoi slated for Thursday evening has been officially convened to review the implementation of the two national projects at Singh’s Race Course Road residence.

Sources here, however, said the ceasefire offered by the outfit would come up for discussion along with immediate solutions to various problems, including the impediments blocking major schemes in south Assam that are to benefit the neighbouring states of Tripura and Mizoram.

Singh’s intervention to put the derailed national projects back on track assumes importance because he will be holding such a meeting with Gogoi for the first time, and that too, after at least three review meetings on the projects convened by the Prime Minister’s Office and the ministry of home affairs in the past month.

Among those who are expected to attend this meeting are railway minister Lalu Prasad and Union minister for heavy industries and MP from South Assam Sontosh Mohan Dev.

“The discussions will take stock of the overall situation After all, there cannot be progress if the DHD (J) continues its sporadic attacks crippling train services. There is also pressure from the railways and the surface transport ministry to put the projects on track,” a source said.

The outfit announced the ceasefire on March 25 for three months but picked up the gun again last month after the army allegedly gunned down a dozen of its members.

The outfit returned to the ceasefire mode on May 15 but Dispur is yet to respond to its truce overtures.

Neither has it made it clear if it wants the militants to lay down arms.

Gogoi will be leaving for Delhi tomorrow amid allegations by the chairman of the parliamentary standing committee on railways, Basudev Acharya, who has blamed the Centre and the Assam government for failing to provide adequate security to workers of the gauge conversion project.
Acharya met the NF Railway top brass this afternoon to know about the projects’ progress.
The CPM Lok Sabha MP also met Gogoi in the evening.

SILCHAR, June 15 – Four petrol pumps, two of them of Silchar town, were sealed by a vigilance team recently.The two petrol pumps from Silchar town are Crosier Petrol Pump situated at Tarapur and Club Road. The other petrol pumps are SP and SR Filling Station at Katigorah and M/s Sharma Petrol Pump at Kalain. The vigilance team, which has been deployed by the Petroleum Ministry, sealed these petrol pumps due to adulteration of petrol and diesel.The vigilance agency, named AGS Private Agency, visited some petrol pumps in Cachar district. The team also served notices to four petrol pumps for adulteration.Meanwhile, the Barak Valley Petroleum Dealers’ Association approached the Deputy Commissioner of Cachar in this concern. Bhartiya Janata Party president Rajnath Singh on Sunday expressed concern over Communist Party of India general secretary A B Bardhan's remarks that the Indo-US civilian nuclear deal would make India a US outpost against China.

In a statement issued to the media on Sunday, Rajnath said: 'The CPI in its over-enthusiasm towards China seems to have forgotten that it is not a Chinese but an Indian political party. Ever since the idea of the nuclear deal has been mooted, the Left Front parties have consistently indicated that they are more concerned about protecting China's interests than our own national and strategic interests.''The BJP is the only political party that has opposed the proposed nuclear deal on pure nationalistic grounds. Playing the role of a constructive opposition party, the BJP has vociferously protested against certain provisions of the proposed deal that could jeopardize our long term strategic sovereignty and interests,' he said. 'Instead of properly addressing the nationalist concerns being raised by the BJP, the UPA government and its allies are consistently engaging in regular bouts of verbal boxing through the media and in the public domain without recognising the fact that such statements and public posturing could actually jeopardize our long term and strategic relations with both the United States and China. New Delhi, June 14: AGP legislators Chandramohan Patowary and Padma Hazarika met BJP president Rajnath Singh here today, ostensibly to work out the modalities of an alliance between the parties.

“It was a courtesy call,” said Patowary after over an hour of talks with Singh.
The two legislators met other senior BJP leaders later in the evening. BJP sources were tight-lipped about what transpired in the meeting, but did not rule out an alliance with the regional party.

AGP is part of the United National Progressive Alliance, comprising the Samajwadi Party and other smaller parties who, only a couple of months ago, wanted a third front to counter the BJP and the Congress.

For the BJP, it is a step ahead in breaking the UNPA and adding strength in Assam where it has not been able to make a dent into the Congress strongholds.

At present, the AGP and BJP have only two MPs each in the Lok Sabha from Assam.
The meeting comes at a time when talks are on for AGP’s merger with the party’s splinter groups, including the AGP (Pragatisheel).

AGP(P) leader Prafulla Kumar Mahanta has been camping in the same building as the two AGP leaders, but was absent from the meeting with the BJP leader.

Gorkhaland crisis: Army called in Siliguri

June 12, 2008 , The army was called out to patrol streets of Siliguri and adjacent areas on Thursday following attacks on local people, tourists and police by the Gorkha Janamukti Morcha activists demanding a separate state.

As tension prevailed in various areas in north Bengal, Chief Minister Buddhadeb Bhattacharya called an all-party meeting on June 17 to discuss the Darjeeling crisis arising out of the morcha's demand.

"I contacted the army, discussed the situation with the authorities and asked them to patrol streets as early as possible in Siliguri and the vicinity," Bhattacharya said at Writers' Buildings in Kolkata.

Saying that an unrest was growing in Siliguri and its adjoining areas, he appealed to people there and all political parties to maintain peace and amity and not to indulge in violence.

"You have to maintain peace and harmony, which is the need of the hour," Bhattacharya said.

GJM supporters attacked tourists and policemen, injuring 28 people and damaged 16 vehicles on Wednesday evening at Malbazar in neighbouring Jalpaiguri district, as two organisations observed a 48-hour bandh in this north Bengal town in Darjeeling district from Thursday.

Twelve tourists, being escorted by Forest Department personnel from a forest bungalow at Chapramari in Jalpaiguri district, were attacked by armed GJM supporters at Khunia More, Divisional Forest Officer, Wildlife-II, Tapan Das said.

The GJM supporters torched one of the vehicles the tourists were travelling in and damaged the other and also attacked local people at Malbazar town and stoned the police when they intervened.
In Siliguri and Dooars, normal life was hit on Thursday during the bandh called by groups opposing the demand for creation of a separate Gorkha state.

The two-day bandh initially began on a dull note, but picked up as the day progressed with all shops and business establishments remaining shut and vehicles off the roads.

Some educational institutions cancelled their scheduled examinations and majority of the banks remained closed.

GJM press secretary Benoy Tamang alleged that the bandh at Siliguri and Dooars was purposely called to restrict movement of vehicles carrying food and essentials to Darjeeling.

Inspector General of Police (North Bengal) K L Tamta, however, told PTI that the allegation of GJM was not correct.

Vehicles were very much moving towards the hills and sufficient security forces were deployed at all vulnerable points, particularly the entry points to the hills.

There was no report of any major untoward incident either in Siliguri or Dooars, Tamta said.

Agartala, June 11: The barbed wire fencing along Tripura’s 856-km-long border with Bangladesh is creating more problems than offering solutions.
The state government today voiced concern over the plight of 3,475 below poverty line (BPL) families displaced by fencing and 8,730 families owning agricultural lands 150 yards within Indian territory from the Zero Line of the border.
“We have urged the Centre for Rs 93 crore to pay compensation to the displaced families but have not received the amount. Notwithstanding assurances given by the director-general of the BSF, its jawans, on the other hand, continue to create problems in opening and closing the gates, affecting the farmers’ movements,” chief minister Manik Sarkar said in the Assembly today.
He was replying to a call attention motion moved by the leader of the Opposition Ratanlal Nath .More than 10,000 acres of agricultural land had fallen between the fencing and the Zero Line of the border, Sarkar said.

One of the most visible faces of “save the rhino” campaign in Assam is ready to take his crusade beyond Indian shores.
Bibhab Talukdar, who waged a relentless battle against poachers, has been offered a position in the Internat ional Rhino Foundation, and needless to say, he has accepted it.
Talukdar, in fact, will be the first person from India to the join the international foundation dedicated to conser vation and research on the endangered species.
“It is my pleasure to announce that Talukdar will join the Interna tional Rhino Foundation as the Asian rhino co-ordinator this month. The position has been slightly reconfigured to include both Southeast and South Asian rhino range states,” Susie Ellis, executive director of International Rhino Foundation, said in a statement.
She said Talukdar would split his time between Indonesia and India, working full time in Indonesia for four months a year and the other eight months in India.
Of course, he will continue to support Aaranyak, an NGO dealing with environment, where he worked as the secretary general.
Talukdar, in fact, had always helped the state by bringing in funds from across the world to save rhinos.
“The new position with the foundation will give me an opportunity to increase my area of work in the international arena. This is an added responsibility and not to mention the challenges of working with Javan and Sumatran rhino conservation in Southeast Asia. I have accepted the position to offer my contribution towards conservation of three Asian rhino species,” he said.

June 11: By March 2009, all villages in Cachar will have electricity and for a change, the administration is not making empty promises. It has already embarked on the project with all its might. Till May-end, 104 villages of the district have been electrified while 168 more villages will be wired by July.

The Power Grid Corporation has been given the charge of implementing the scheme.
Initially, 890 villages were selected to be electrified in the first phase, said the zonal executive director (Northeast) of Power Grid Corporation, P.C. Pankaj. The Centre has released Rs 65 crore for the job.

He said the scheme has now been modified and the target revised, and an additional Rs 59 crore will be sanctioned. The target now is to light up houses of 110,476 underprivileged families out of the 1,66,410 identified as living below the poverty line.

Three 33KV sub-stations will be set up in Borkhala, Sonai and Banskandi of Cachar district. Three will be extended in Kalain, Kabuganj and Pailapool. Not only Cachar, but the benefits of electrification have spilled on to the two other Barak Valley districts as well.

While Rs 44 crore has been sanctioned for rural electrification in Karimganj district, Hailakandi will receive Rs 25 crore for the same. Work of rural electrification will soon start in both the districts.

Voice of India Debojit Saha is excited about hosting a music reality show in its new avatar and performing on another television show...

The past few days have been very hectic for me, mainly because of my commitments to two different TV shows.
First one first. The highly popular Bengali music reality show on Zee Bangla is returning after a brief gap, albeit on a much larger scale.

As the host, I am really excited about the revamped show which will be beamed as Biswa Shera (the world’s best) and has contestants from all over the world.
So far, the show had contestants from different corners of the country and this in itself was a big experience from me.

I always enjoyed the job of hosting the show, which brought in some really good talents.
I feel my job will only get tougher now with contestants coming in from all over the world.
Some of the young NRIs are more attached to their roots than us, which makes them better ambassadors of our culture.

I remember watching a young US-based girl, Mouli, who had rocked another musical reality show. A real talent, she came as a surprise in the show.

I am sure the revamped Zee Bangla show will be a real challenge, both for me and the (presumably) talented youngsters who will be vying for glory.
I am told the show will have contestants from Bangladesh, South Africa, Canada, Singapore and Kuwait, among others.

The shooting for the show will start from June 20 and the first episode will be aired on June 30.

Dispur calls in CBI

Guwahati, June 10: While an Assam minister was arrested last week trying to bribe a CBI officer, another seemed happy with Dispur’s decision to involve the central agency into an inquiry to prove his innocence.
Prodded by power minister Pradyut Bordoloi, Dispur has decided to hand over the case of a missing couple from Margherita — Prasanna Turung and Kamai Turung — to the CBI.

The Turung couple — both active NCP activists — have been missing since April 2007. While Prasanna was the NCP candidate from Margherita in the 2006 Assembly elections, his wife was the secretary of the state youth wing of the party.

The Nationalist Congress Party had recently alleged Bordoloi’s involvement in the incident.
Dismissing the charges levelled against him, Bordoloi today said, “I have no involvement in this case.”
“There will always be rivals in politics, but I will not stoop so low,” he said adding his activities have always been transparent.

The incident comes just a week after former education minister Ripun Bora was caught red-handed for offering a bribe of Rs 10 lakh to a CBI officer to hush up the Daniel Topno murder case.
The minister said chief minister Tarun Gogoi had informed him of the decision after he wrote to him on June 5 seeking a CBI or CID probe to clear the air about his alleged involvement in the missing case of the couple.
“I am also equally concerned about the couple,” he said.

Bordoloi said he had received a memorandum from the Tirap Autonomous District Council Demand Committee, Longtong, alleging that the duo were kidnapped from their house in the evening of April 8 last year.

A special police squad has been constituted to track them down but to no avail. Bordoloi said the squad had even gone to Changlang in Arunachal Pradesh and to Siliguri in West Bengal to search for the couple.
Two persons were also arrested in this connection.
“I also wrote a letter to both the director-general of police and superintendent of police on May 14, 2007, requesting investigation,” he added.

How Many Ripuns?

It will not do for disgraced former Asom Education Minister Ripun Bora to blame others, including some from his own party, for the turn of events that took him to New Delhi to bribe a CBI officer. It will not do for Bora to talk about conspiracies against him — at least not now even if one is to assume for a moment that some of his rivals were hatching a plot against him. This cannot justify what Bora is now known for. The fact is that he is a suspect in the Daniel Topno murder case, that the then young tea tribe leader Topno was a challenge to Bora’s rising political stars, and that last Tuesday Bora did try to bury the case for ever by bribing an officer of the country’s premier investigative agency. The fact is that Bora, by attempting to silence the CBI’s investigating officer with the lure of his lucre, was simply pointing to his own past, beginning September 2000 when Daniel Topno was killed by ‘unidentified men’. The ghost of that past is now back, despite Bora’s best efforts of the time to chase it away.To add to what we said in this column yesterday, a case being investigated by the CBI ought to have acted on Chief Minister Tarun Gogoi’s conscience when he was choosing his cabinet in 2006 to begin his second stint at Dispur. Surely the Gohpur MLA, who carried the taint of being a suspect in a murder case which the CBI had already started to investigate at that point of time, could not have been a ministerial choice for a government promising transparency and a society free of crime and corruption. However, that was what Mr Tarun Gogoi chose to ignore. Even otherwise, what was there to exclusively qualify Ripun Bora to be the Education Minister of the State? That there was someone who showed the promise of being capable of humiliating the likes of former Gauhati University Vice-Chancellor Amarjyoti Choudhury? The crux of the matter is that, thanks to the kind of politics that has plagued the land of the Mahatma, a person against whom the CBI was investigating in a murder case was given the responsibility of looking after the educational affairs of the State. Would the Chief Minister now admit that blunder, even though it is too late to make any course correction? An answer is in order.Having said this, we wonder how many Ripuns could be freely flourishing all about us and how many such souls, who otherwise pose as saviours of the society, are yet to come and would be allowed to wield power and authority. One wonders how long this society will endure such fraud in the name of ‘development’. What is of course clear is that the voters are forced to mandate candidates with criminal background — proven or alleged — because as ordinary citizens they have no option but to be resigned to their fate knowing it pretty well that money and muscle power is all that counts for one to be a lawmaker only to prove himself to be an excellent lawbreaker too. If Chief Minister Tarun Gogoi is reading this, he should sit up and give a thought to the damaging effect of criminalization of politics and politicization of crime in this State of ours on the generations to come. However, if he remains indifferent to the reality, he will prove himself to be yet another leader who has preferred expediency and short-term gains to meaningful politics and governance. This is not any advice, just a suggestion to fall on ears that are not deaf or have gone deaf due to choice.
Not Just the Ripuns
The arrest of Guwahati-based journalist Mukul Pathak for being an associate of Ripun Bora should not come as a surprise. We have long held that not all journalists are saints. The question could be a bit more harsh: How many journalists are really what they pose as? Or, how many of them are not really saleable? What is disturbing is not the fact of a journalist being at the service of a tainted minister for pecuniary gains, but the frequency with which such incidents should come to light. This is something that the journalistic fraternity would do well to introspect on and spruce itself for the people to trust the community and respect the profession of journalism. Indeed, as prices rise and the glamour quotient strikes one and all, many among the journalists too would have temptations to look for avenues to make quick money, quite like those in other professions. But then, the journalists will forfeit their right to speak for the people, their right to report or comment and analyse, their right to expose the evil, their right to preach in newspaper columns and television shows. We must remember that if politicians have journalists on their pay rolls, it is because the journalists have allowed themselves to be sold — paid as they are for not publishing things or for publishing what their real masters want. Congress tea cell demands capital punishment for Bora

The fate of Asom’s sacked Education Minister Ripun Bora seems to be have become more grim as the tea cell of his own party, the Congress, has sought “capital punishment” for Bora for his alleged involvement in the murder of tea tribe leader Daniel Topno.“Bora himself exposed his involvement in the murder of Daniel Topno by trying to bribe the CBI and he should not be spared for indulging in the two crimes. We want capital punishment for Bora,” said Congress Tea Cell chairman Bhagirath Karan, while talking to The Sentinel today. It may be mentioned here that Topno was the president of the Gohpur unit of ATTSA.The bold stance of the Congress tea cell comes at a time when the entire Opposition is up in arms against the Congress-led State Government. The Congress Tea Cell is apprehending a serious backlash in the party’s poll prospects in the forthcoming Lok Sabha election as several tea tribes organizations, including a couple of students’ bodies, have taken to the streets on the issue.At least five Lok Sabha constituencies in the State — Lakhimpur, Jorhat, Kaliabor, Dibrugarh and Tezpur — are largely dominated by tea tribe communities and considered to be Congress strongholds. The Gohpur Assembly Constituency represented by Ripun Bora, where Daniel Topno was his rival candidate in the 2001 election, falls under Tezpur Parliamentary Constituency.Karan said the AGP and the BJP, however, have no moral right to make a hue and cry over the issue as the Opposition parties are only interested in gaining political mileage from the issue. “Topno was murdered on September 27, 2007 when the AGP Government was in power. Despite repeated demands made by the tea tribe organizations, including ATTSA, the AGP Government did not do anything to book the culprits and guilty officials,” he said. The AGP Government of that time did not even think it necessary to provide financial assistance to the poor family of the deceased tea tribe leader despite the fact that former Asom Assembly Speaker Ganesh Kutum hailed from the same constituency, he said.

Opp demands Gogoi’s resignation

The demand for Chief Minister Tarun Gogoi’s resignation over the arrest of State Education Minister Ripun Bora has intensified, with most of the major political and non-political parties today flaying the Chief Minister for giving shelter to the ‘corrupt’ minister in his ministry for the last many years. While the Assam Tea Tribes Students’ Association has called a 24-hour Assam bandh on June 9 demanding that Bora be stripped off the membership of the State Assembly, the Asom Gana Parishad (AGP) today moved the Governor, Lt General (rtd) Ajai Singh, urging the latter to recommend to the President of India the dismissal of the Congress-led State Government. The All Assam Students’ Union (AASU) too joined the bandwagon and went on to demand a CBI inquiry into all the public allegations brought against the other ‘tainted’ faces of the State politics including Forest Minister Rockybul Hussain, State Government spokesperson and Health and Family Welfare Minister Himanta Biswa Sarma, Water Resources Minister Bharat Narah and Member of Parliament Mani Kumar SubbaThe Central Bureau of Investigation (CBI) arrested Ripun Bora, while he was allegedly offering Rs 10 lakh to a CBI official in connection with the murder case of Daniel Topno, in which he was also an accused. Talking to mediapersons at the party office, AGP president Brindaban Goswami termed the arrest of Bora as a ‘black day’ in the political history of the State.“The Chief Minister has no other alternative but to resign from his post owing moral responsibility as it was the State Government, which was against handing over the Daniel Topno murder case to the CBI,” Goswami stated, alleging that the State Government also managed to influence the preliminary investigation initiated in this regard by the local police. The regional party would launch a stir across the State tomorrow. “The incident involving Bora is just a tip of the iceberg and there are a number of cases of similar nature in the Gogoi ministry. The entire Gogoi ministry is flooded with corrupt public representatives,” the AGP leader claimed. “In fact, the role of Gogoi in all these cases is also doubtful,” Goswami pointed out.AASU advisor Dr Samujjal Kumar Bhattacharya, during another press conference, reiterated that the arrest of Bora has once again brought to the fore the deplorable status of the Education Department, as claimed by the AASU for the last few years.“The Chief Minister should have quit his post immediately after the arrest of his cabinet colleague,” he stated.“The Chief Minister knew that the Education Minister was guilty, which was why he was against handing over the case to the CBI. Gogoi must face the music for giving shelter to a corrupt minister,” Dr Bhattacharya reiterated. The students’ body urged Prime Minister Manmohan Singh and United Progressive Alliance chairperson Sonia Gandhi to take immediate and strict constitutional steps against the Government for sheltering the tainted minister.“The businessman, identified as Ramesh K Maheswari, who was also arrested along with the minister, is the one who got the contract for supplying benches and desks to the schools in the State under ‘Adarsha Vidyalaya’ scheme of the State Government. Ripun remanded to 3-day CBI custodyBy A Staff Reporter GUWAHATI, June 4 — A special Court at the Patiala House, Delhi, today remanded Ripun Bora and his associate, Ramesh Maheswari, a businessman, to the custody of the Central Bureau of Investigation (CBI) for three days and his bail application will be heard only after the completion of the remand period. Ripun Bora, along with the businessman, were arrested in a hotel in the Mathura Road in New Delhi on charges of trying to offer a bribe of Rs ten lakh to a DSP of the CBI, who is the investigation officer of the case relating to murder of Daniel Topno in Dhekiajuli in September, 2000. The Chief Minister dropped Ripun Bora from his Cabinet immediately after his arrest and the State Governor accepted the recommendation of Gogoi for dropping Bora from the Ministry last night.Bora, along with his associate, were brought to the Patiala House Court by a team of CBI officials at around 10 am today but their advocates sought more time to file the bail petition as they were not informed of the charges on time. The accused were produced again at 12 noon and the CBI sought them in custody for three days for questioning. The Court remanded Bora and Maheswari to CBI custody for three days and the bail application will be heard only on June 7. The CBI informed the Court that Ripun Bora and Maheswari tried to offer a bribe of Rs ten lakh to DSP AD Gupta, who is investigating the murder of Daniel Topno. A part of the notes seized from Bora were withdrawn from the IDBI Bank branch in Guwahati, while, the bag, in which, the notes were taken, was also bought in Guwahati. However, Mukul Pathak, a journalist, who was arrested from the Lokapriya Gopinath Bordoloi airport here by the CBI, was not produced in the court today.A team of advocates led by noted advocate IU Khan represented Bora and his associate in the Court today and they pleaded that the CBI did not follow the norms while arresting the accused. The CBI should have informed the Delhi police of the arrests immediately, which was not done.Interestingly, former Minister and advocate Nilamani Sen Deka was also present in the Court today.A number of media persons and photographers were present in the Court premises today and the CBI officials whisked Bora away immediately after the pronouncement of the order. However, Bora reportedly told the media persons that he was the victims of a political conspiracy.Meanwhile, the Chief Minister Tarun Gogoi, who said yesterday that the law would take its own course, dropped Bora from the Ministry and refrained from making any comment on the issue today. However, he has not yet allotted the Education Portfolio to anyone.

AAI plans to modernise Agartala airport

June 4 – With the soaring air traffic in the region, the Airports Authority of India (AAI) is planning to build extra facilities in the Agartala airport and renovate two other airports in Tripura. North Eastern Council (NEC), the nodal agency for development of the area, has initiated a process to set up a dedicated airline for the region to improve air connectivity. Four more aprons would soon be constructed in addition to the existing four aprons to increase the space for aircraft parking with loading and unloading facility, sources said, adding that would help to avoid congestion in the Agartala airport. Lighting and signaling system in the airport would be modernised and other facilities relating to night landing would be increased and two more hangars would be constructed near the tarmac for keeping the aircraft at night, sources said. There is only one hangar at present. Sources also said the State Government has sent a proposal to the Centre for revamping two abandoned airports at Kailasahar in North Tripura district and at Kamalpur in Dhalai district. However, if the proposed airline comes up in the region, traffic at Agartala airport would increase. The Union Minister for Development of NE Region, Manishankar Aiyar during his visit to the State last month had said the process for dedicated airline was initiated in December which would be launched soon. – PTI

CBI arrests Ripun on bribery chargeBy

The Congress-led Assam Government today received a serious jolt as the Education Minister Ripun Bora was arrested in New Delhi while trying to offer bribe to an officer of the Central Bureau of Investigation (CBI). One journalist of a local vernacular daily and a businessman who tried to act as middlemen were also arrested in connection with the case.A criminal case, 120-B r/w Section 12 and 9 of the Prevention of Corruption Act, 1988 has been registered against the Minister.CBI sources said that the Education Minister tried to bribe DSP A D Gupta of the Special Crime Cell of the Bureau, who is the investigation officer of the case relating to murder of a political leader Daniel Topno in Dhekiajuli in September 2000. The case was handed over to the CBI following allegations of a political conspiracy and the Bureau was on the verge of zeroing in on the culprits involved in the murder. Sources said that the CBI questioned the prime accused Pulin Phukan at least eight times in the months of April and May including twice in Delhi in connection with the case and he was known to be close to Bhola Bora, the brother of Ripun Bora. It is believed that Ripun Bora panicked after the frequent interrogations of a close associate of his brother and tried to bribe the investigation officer.Sources said that the Education Minister, accompanied by a journalist Mukul Pathak, went to meet the investigation officer of the Topno murder case in a guesthouse of the CBI in the Sundar Nagar area of Delhi. CBI sources claimed that the Minister tried to offer a bribe of Rs 10 lakh to the investigating officer and he was detained on the spot and later arrested on charges of trying to bribe a Government servant. The journalist accompanying the Minister managed to escape during the commotion and caught an Indian Airlines Flight to Guwahati. But the CBI headquarters intimated its Guwahati office immediately and Pathak was arrested in the Lokapriya Gopinath Bordoloi airport immediately after his arrival by the officers of the Bureau. He was produced in the court of the Chief Judicial Magistrate here for obtaining transit remand. Pathak was sent to Delhi this evening, sources said.Sources said that Ripun Bora and Mukul Pathak are likely to be produced in the Special CBI Court at Patiala House tomorrow.Interestingly Chief Minister Tarun Gogoi is also in New Delhi today and he could not be contacted for his comments on the arrest of the Education Minister. However, the Chief Minister’s press adviser Deba Bora said that according to Gogoi, the law would take its own course.It may be mentioned here that Ripun Bora was an Assam Civil Service officer before quitting service to join politics.

June 3: The public health engineering department of Hailakandi has admitted its failure to supply water to a number of wards for shortage of electricity.
Gaurangapally area under ward number one of Hailakandi town has been deprived of clean drinking water for the past few years.
The residents have been paying Rs 50 every month to the local municipal board as water tax but don’t receive a drop in return.
Residents said they are forced to buy drinking water from nearby localities and use dirty water from the ponds for household chores.
They met the chairman of the municipal board several times, but that did not help matters much.
The residents of the area are also annoyed with the ward commissioner.
“This is not happening in a rural area but in a town where the basic facilities should be made available to the people,” a resident said. The ward commissioner, Shivani Paul, when contacted, refused to comment.
If scarcity of water was not bad enough, the people of the area have alleged that the municipality does not clear the drains.
Garbage and gutter water inundates the houses after every shower. The Hailakandi unit of All Assam Students’ Union (AASU) have also alleged that the PHE is supplying the dirty and impure water in other parts of the town too. Source: Telegraph India
